Job Description:
  • Directs and manages the daily operations of the Blue Economy Division in order to achieve the strategic objectives of the directorate and the AU’s overall goals.

Main Functions

  • Designs and implements policies, programs and projects to achieve the directorate’s strategic objectives. 
  • Manages and supervises employees within the division, ensures the timely delivery of the directorate’s goals and effective staff performance evaluation; 
  • Designs policies, strategies and programs to contribute to the effective implementation of relevant AU Policy Organs Decisions; 
  • Ensures the delivery of the division’s annual targets in line with the directorate’s overall goals and ensures robust and timely monitoring and reporting;

  • Manages the work of the Division and supervises direct reports to ensure their effective performance in line with the organization’s performance management policy and system;
  • Engages stakeholders within Members States and Regional Economic Communities (RECs)/Regional Mechanisms(RMs) and relevant international organisations in designing and implementing strategies. 
  • Maintains thematic partnerships in support of the mandate of the Division;  
  • Maintains regular working relations with senior stakeholders in Member States and partner institutions in the execution of the Division’s mandate.

  • Contributes to the preparation of periodic financial and budget execution reports and monitor budget execution at division level.

Specific Responsibilities

  • Leads the technical development of continental policies and programmes in blue economy;
  • Initiates and develops policies, strategies and programmers that contribute to the goals of the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment consistent with AUC vision and mandates;
  • Provides support for the implementation of policies, strategies and programs in terms of advocacy, coordination and guidance that contribute to effective implementation of relevant AU decision on matters related Blue Economy;
  • Provides overall guidance and management for the human, financial and material resources of the Blue Economy Division;
  • Builds and strengthens strategic partnerships to harness technical and financial resources necessary for effective implementation of policies, strategies and programs on Blue Economy;
  • Creates and strengthens various forums for stakeholders’ consultations, exchange of experiences, lessons, and capacity building; and represent the AUC in such forums.
  • Prepares periodic reports on implementation of programs of the Division;
  • Represents the Directorate of Sustainable Environment and Blue Economy in AU missions as well as in taskforces/committees and meetings on matters of Blue Economy;
  • Provides support to the Director of Sustainable Environment and Blue Economy in preparing statements, proposals, reports and other relevant tasks;
  • Leads the development and implementation of Strategic initiatives and programs to contribute towards the achievement of AU/ARBE mandates, roles and strategies;
  • Oversees the development of mechanisms to enhance capacity for evidence-based planning, implementation, monitoring and evaluation;
  • Oversees strengthening capacity in terms of skills development, and streamlined/enhanced organizations, networks, and s stems;
  • Oversees and strengthens partnerships with relevant development institutions and stakeholders
  • Leads strategy for advocacy, and broadening support for initiatives, and resources mobilization for implementation of the programs
  • Ensures effective and efficient management of human, financial and material resources at the disposal of the division;
  • Performs any other related duties as assigned by the Director of Sustainable Environment and Blue Economy.
Qualifications and Requirements:
  • Master’s Degree in Sustainable Development, Biology, Natural Resources, Environmental Studies, Fisheries Management or related fields with 12 years of relevant work experience with 7 years of at managerial level and 5 years at supervisory level.
  • Experience working in a national or an international organization dealing with relevant sub-sectors under blue economy issues.

Specific Responsibilities

  • Represents the Office of the Secretary to the Commission in AU meetings as and when required;
  • Plans and coordinates the administrative and logistical function
  • Facilitates the meetings of the Commission, PRC and its Sub Committees and other decision-making organs of the AU;
  • Ensures that all documentation required for the meetings of the above organs are prepared in line with the Union’s standards, duly processed and timely dispatched to Member States and other stakeholders.
  • Ensures that the outcome of meetings such as decisions and reports are properly finalized and disseminated.
  • Ensures follow up on meetings’ outcomes
  • Prepares statements, reports/conclusions and other relevant tasks as required for consideration and vetting by the Secretary to the Commission;
  • Provides support in ensuring good working relations between the PRC and the Commission;
  • Provides support in coordinating the implementation of the coordination mandate of the office of the Secretary to the Commission;
  • Provides advice and support in matters relating to the management of the Office of the Secretary to the Commission;
  • Performs any other relevant duties within the Office of the Secretary to the Commission, as may be assigned by the supervisor.
Qualification and Requirement:
  • Master’s Degree in Law, International Relations, Diplomacy, Public Administration, Social Science in related fields, with twelve (12) years relevant experience, out of which seven (7) years should be at the managerial level and five (5) years should be in a supervisory role.
  • Proven experience in policy formulation.
  • Relevant experience in international public organizations is an added value.

  • Provides authoritative technical and policy advice to senior management, Member States, AU Decision making Bodies, PRC, AU Organs, RECs and Regional as well as Partners on programmes, projects and issues of significant impact on humanitarian, emergency relief and disaster response/management;
  • Manages coordination, information management and collaboration with other departments, AU Decision making bodies, AU Organs, RECs, the African Humanigtarian Agency, Partners and other relevant entities at national, regional, continental and global levels;
  • Initiates the preparation and formulation of appropriate programs, policies and strategies related to Humanitarian Affairs at the continental level and in monitoring their implementation within Member States;
  • Monitors operational activities and programme implementation in terms of expenditure and substance and prepare progress reports with recommendations for corrective action to the Director when necessary and ensure delivery of activities;
  • Analyses and monitors all aspects of Humanitarian Affairs and provide expertise, policy advice and technical leadership within the HHS and AUC at large;
  • Advocates for and sensitizes Member States and other stakeholders on commitments of Heads of State and Government to Humanitarian issues;
  • Monitors the performance of free movement in Africa; ensure the harmonization and evolution of the AU, RECs and Member States policies and coordinate policies and activities at national, regional and continental levels;
  • Prepares and manages Ministerial Conferences and other meetings and activities including the preparation of documents and reports;
  • Study and analyze problem situations and major trends and plan and harmonize related programmes and issues in Members States as well as global commitments in relation to humanitarian programme issues;
  • Ensures the cooperation and collaboration with relevant departments of the Commission, Member States, UN Agencies, AU partners, specialized institutions and Non-Governmental organizations (NGO’s) and other relevant organizations;
  • Promotes African and International regional cooperation in collaboration with Member States, RECs and inter-governmental organizations, NGOs particularly in implementing decisions and AU Plan of Actions;
  • Produces and submits periodic reports on activities including specific missions and progress reports on the implementation of various policy instruments and decisions on Humanitarian issues.
  • Performs any other related duties as may be assigned by the supervisor.
Qualification and Requirement:
  • Master’s Degree in Hummanitarian Affairs, Development Studies, Conflict Management, Political Science, Public  Administration, Social Science,  International Relations or other related studies  with twelve (12) years working experience, out of which seven (7) years should at managerial level and  cinq (5) years at supervisory level.

  • Promotes and supports Digitalization and Digital Transformations in/of the continent by mainstreaming and integrating ICT for wide use within all socio-development sectors specifically, in Education, Health, Agriculture, Trade, Economy, Environment and Government services;
  • Develops and Promoting cybersecurity and Personal Data Protection culture, strategies and Programs at the national, regional and Continental levels;
  • Elaborates, coordinate and supports implementation of strategies and programs for the harmonization of CIT policies and regulatory frameworks and Programs in Africa;
  • Coordinates and facilitates effective harmonization of the CIT and technological activities at sub-regional and regional levels, in collaboration with RECs and Specialized institutions (SI) within Agenda 2063 and NEPAD strategic visions;

  • Coordinates and follows-up the working relationship between the AU and other partners in the fields, like UN agencies, NGOs, other regional centers, etc.;
