Job Description:
  • Under the close supervision and guidance of the Human Resources Officer / Specialist / Manager / Chief, the Human Resources Associate provides administrative, procedural and operational support and assistance to the efficient implementation of a broad range of Human Resources functions for all categories of staff in his/her office, ensuring accurate and timely delivery that is in compliance with UNICEF HR rules and regulations.

Key Responsibilities
Support to Business Partnering:

  • Support the business partners in developing initiatives to encourage employee well-being and employee recognition schemes
  • Support the management of change processes by advising clientele on changes to HR processes under the guidance of HR Business Partner
  • Support the business partners in assisting clientele in using HR systems such as talent management, agora and achieve.

Support in Processing of Entitlement and Benefits:

  • In consultation with supervisor, analyze, research, verify, and compile data and information on cases that do not conform to UN or UNICEF’s HR Rules & Regulations, to support consistent and equitable application of decisions and implementation of agreed upon action.
  • In consultation with supervisor, analyze, research and verify information for the purpose of responding to staff queries on areas related to benefits and entitlements
  • Initiates the processing of a wide range of personnel actions in accordance with UNICEF rules and regulations, by ensuring all relevant forms and actions are completed by staff and forwarded to the GSSC.
  • Maintains and prepares all personnel-related records and files, ensuring all information on each staff member is up-to-date and accurate.

Support in Recruitment and Placement:

  • Prepares and circulates internal and external advertisements.
  • Liaises with candidates in the various stages of the recruitment process.
  • Prepares formal acknowledgement, offer and regret letters.
  • Initiates and follows up on reference checks and academic verifications and ensuring the completion of other background checks.
  • Monitors life cycle of recruitment process to update supervisor as necessary.

Support in Organization Design and Job Classification:

  • Participates in the review of GS positions specific JDs, ensuring effective application of ICSC methodology.
  • Drafts and edits job descriptions to be submitted for classification for review by supervisor.
  • Follows up and liaises with HQ and RO over status of requests to ensure timely completion.
  • Prepares documents to be submitted for classification to RO and NYHQ, ensuring completeness of documentation
  • Monitors life-cycle of all job classification requests to facilitate recruitment and organization planning.
  • Compiles and analyses information and statistics related to posts and staff for reports on staffing trends.
  • Analyze, research, verify, and compile data which facilitates preparation of workforce planning reports for supervisor to review against benchmarks i.e. Gender and geographical balance and other recruitment related key performance indicators.

Support in Learning & Capacity Development:

  • In consultation with supervisor, researches and analyses data and information to help identify training needs within his/her office for the development of learning plans and other targeted training interventions.
  • In consultation with supervisor, researches, analyzes, verifies, and compiles information on external training courses available and educational institutions to help supervisor decide on learning programmes that address learning gaps in his/her country office.
  • Assists team in organizing and conducting courses, workshops and events by participating in exercises which aim to build capacity of stakeholders.
  • Develops and processes contracts for institutions providing training and courses, ensuring compliance with UNICEF rules and regulations. 
  • Assists team in organizing and conducting courses, workshops and events by preparing and organizing distribution of materials for participants, ensuring availability of training venues and required equipment and supplies, while providing logistical and secretarial support at workshops and events as necessary.
  • Tracks the performance management cycle processes, ensuring the timely distribution and enhancing the timely completion and return of appraisals.
Qualifications and Requirements:
  • Completion of secondary education preferably supplemented by technical, or university courses related to the work of the organization.
  • A minimum of 6 years of progressively responsible administrative or clerical work experience required
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Job Organizational Context

  • The WASH Specialist level 3 GJP is to be used in a Country Office (CO) where the WASH Programme is a major component of the Country Programme (or CCPD).
  • The WASH Specialist reports to the Chief of WASH/Health/Nutrition/Education/ADAP/CSD (Level 4/5) or a WASH Manager who is at Level 4.

Purpose of the Job

  • The WASH Specialist reports to the Chief of WASH/Health/Nutrition/ADAP/CSD (Level 5/4) or WASH Manager (Level 4) for guidance and general supervision.
  • The Specialist supports the development, preparation, management, implementation, monitoring and evaluation of the WASH programme in the Akure Field Office covering Oyo, Ogun, Osun, Ekiti and Ondo states in line with  the country WASH programme.
  • The Specialist provides technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH-related output results in the country programme.

Programme development and planning:

  • Draft the WASH inputs for the situation analysis.  Provide timely, comprehensive and current data to inform WASH policy and programme development, planning, management and implementation. Keep abreast of WASH sector development trends, for maximum efficiency and effectiveness in programme design, management and implementation.
  • Participate in strategic WASH programme planning discussions. Prepare WASH donor proposals, ensuring alignment with UNICEF’s Strategic Plan, UNICEF’s global WASH strategy and the Country programme, as well as government plans and priorities, and the role of other external support agencies.
  • Assist in the formulation of the WASH outcome and output results, related indicators, baselines, targets and means of verification. Prepare required documentation for programme reviews.
  • Work with colleagues and partners to discuss strategies and methodologies for the achievement of WASH output results in the country programme.
  • Provide technical and operational support throughout all stages of programming processes and ensure integration, coherence and harmonization of WASH with other UNICEF sectors, for the achievement of the WASH output results.
  • Draft assigned sections of the annual work plan, in close cooperation with government and other counterparts.
  • Support systems for administration of actions against transmission of Neglected Tropical Diseases (NTDs) including Onchocerciasis and Lymphatic Filariasis in all endemic states in the South West.
  • Provide technical support for the implementation of the Oyo State Open Defecation Free (ODF) Roadmap and integration of WASH into other sectors in the state.

Programme management, monitoring and delivery of results:

  • With other external support agencies, strengthen national government WASH sector monitoring systems, with a focus on WASH outcomes (behaviors), using bottleneck analysis tools available in the sector (WASH-BAT, CSOs, SDAs).  
  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of programme management.
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in programmes and management, identify and document lessons learned.
  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
  • Prepare sectoral progress reports for management, donors and partners.

Technical and operational support for programme implementation:

  • Actively monitor UNICEF-supported activities through field visits, surveys and exchange of information with partners, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely interventions.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.
  • Plan for use of technical experts from the Regional Office and HQ, as and where appropriate in the WASH programme, through remote support and on-site visits.  
  • Participate in WASH programme meetings, to review progress, with government, other sector agencies and implementation partners, involved at various stages of WASH programme implementation, to provide expert advice and guidance.
  • Draft policy papers, briefs and other strategic materials for use by management, donors, UNICEF regional offices and headquarters.

Humanitarian WASH preparedness and response:

  • Prepare requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
  • Contribute to the coordination arrangement for humanitarian WASH, for instant robust coordination in case of an emergency.  
  • Ensure that all UNICEF WASH staff are familiar with UNICEF’s procedures for responding in an emergency.
  • Take up support roles in an emergency response and early recovery, as and when the need arises.  

Networking and partnership building:

  • Build and sustain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH output results.
  • Prepare materials for WASH programme advocacy to promote awareness, establish partnerships and support fund-raising.
  • Participate in inter-agency discussions, ensuring that UNICEF’s position, interests and priorities are fully considered and integrated in the UNDAF development planning and agenda setting.

Innovation, knowledge management and capacity building:

  • Lead the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems).  
  • Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
  • Create and deliver learning opportunities for UNICEF WASH staff, to ensure our sector capacity remains up-to-date with latest developments.  
  • Contribute to the systematic assessment of WASH sector capacity gap analysis, in collaboration with government and other stakeholders, and support the design of initiative to strengthen capacities systematically.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

Impact of Result:

  • The support provided by the WASH specialist will enable the country office to achieve the WASH-related output results of the country programme.  This, in turn, will contribute to the achievement of the outcome results of the country programme document.  When done effectively, the achievement of the outcome results will improve child survival, growth and development and reduce inequalities in the country.

Recruitment Qualifications
Education:

  • An advanced University Degree in one of the following fields is required: Public Health, Social Sciences, Behavior Change Communication, Sanitary Engineering or another relevant technical field.
  • Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.

Experience:

  • Developmental:  a minimum of five years of professional experience in WASH-related programmes for developing countries is required. Previous UNICEF Nigeria experience preferred.
  • One year of deployment in a developing country is required.
  • Humanitarian: At least one three-month deployment mission in a humanitarian situation.

Language Requirements:

  • Fluency in English is required.  Knowledge of another official UN language or local language of the duty station is considered as an asset.

Job Description:
  • Under the direct supervision and general guidance of the Nutrition Manager, P4, Nutrition Specialist supports the development and preparation of the nutrition programme and is responsible for managing, implementing, monitoring, evaluating, and reporting the programme progress of a sector of the nutrition programme within the country programme.

  • This is carried out according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

Key Tasks / Responsibilities
Support to Programme Development and Planning:

  • Contribute to and support the preparation, design and updating of the situation analysis for the nutrition sector(s) to ensure comprehensive and current data on maternal and child nutrition is available to guide policy development, and the design and management of nutrition programmes/projects.
  • Keep abreast of development trends to enhance programme management, efficiency and delivery.
  • Participate in strategic programme discussions on the planning of nutrition programmes / projects.

Programme Management, Monitoring and Delivery of Results:

  • Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the interpretation, application and understanding of UNICEF policies, strategies, processes, best practices, and approaches on nutrition and related issues to support programme development planning, management, implementation, and delivery of results.
  • Participate in discussions with national partners, clients and stakeholders to promote nutrition and development issues especially in the areas of emergency preparedness and maternal, newborn and child survival and development.
  • Draft policy papers, briefs and other strategic programme materials for management use, information and/or consideration.
  • Participate in emergency preparedness initiatives for programme development, contingency planning and/or to respond to emergencies in country or where designated.

  • Build and sustain effective close working partnerships with nutrition sector government counterparts and national stakeholders through active sharing of information and knowledge.
  • Facilitate programme implementation and build capacity of stakeholders to achieve programme goals on maternal and child rights as well as social justice and equity.
  • Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnership/alliances and support fund raising for nutrition programmes (maternal, newborn and child survival and development).

Qualifications and Requirements:
  • An Advanced University Degree in one of the following fields is required:  Nutrition, Public Health, Nutritional Epidemiology, Global / International Health and Nutrition, Health / Nutrition Research, Policy and/or Management, Health Sciences, Nutritional Epidemiology, or another health-related science field.
  • A minimum of five years of professional work experience in a developing country in one or more of the following areas is required: nutrition, public health, nutrition planning and management, or maternal, infant and child health / nutrition care.
  • Experience of working in an emergency context is considered as an asset.
  • Fluency in English is required.
  • Relevant experience in a UN system agency or organization is considered as an asset.
